The money needs to be "reserved" so that you dont use it for something else while you wait for the Auction/ Hostile clause.

The reason they do it like that:
1. Auction - if you lose the auction, they just move the money back from fixed assets into your account.
2. Hostile Clause - The manager who's player you are hostiling may be using that player in a match that day (hence the 24hr mandatory wait) and then may decide to release the player after the match (he can do this by clicking the "sell now" button) and then the money will be paid to him from your fixed assets holding account. The amount will then show up on your "freed assets", but dont worry too much about that.
