If your school is bad, as Austria, Canada or Costa Rica... the players will be bad too. 09/01/2012 20:52

Now, for an actual answer:

They don't start with good averages. It's all about the training.

1. Schools do not train your players. That's your job. They only produce players.
2. Schools give players in a variety of positions with a variety of progressions. These progressions determine how well a player will respond to training. Therefore, the higher the progression (i.e. - 80%) the faster he will train and more likely to be a higher FC.
3. The quality of your school usually influences the progression of the players it produces - so better school usually = better progression.
and finally - 4. The average of the players will always be "low" - how else does any player start but as a beginner? it takes time to become a superstar, Wayne Rooney wasn't born with a bullseye on his foot. You have to promote them to your junior squad and train them up.

Good Luck!
