You should promote when a player is 19 and can promote at 40/18 (avg+/age) 50/17 60/16 ... |

safer to wait. Sometimes you might just get surprised because ALL of the young seniors I've seen with red training arrows were promoted too early. By young I mean very young. In fact I spotted one at 18 once |
