Both, for sure. If you ask what is the most influent, i think (but it's just my opinion) that quality of school count more because in my personal experience i've seen better results with a 70% country with excellent school rather than with regular school in a 100% country. But i repeat, this is just my impression.

Average is random. Low star countries with a "low" rating can, and have, produced 35+ average players. So have five star "excellent" rated schools.

If you are asking about progression, then the answer is primarily the school;s country %. An "Excellent" Austria or other 1 * country school does not produce excellent students. An "Excellent " Germany or England or Portugal, et al, basically 4* country or higher, "Excellent" rated schools, with possibly Uruguay included as an exception, can and will produce excellent progression students. Excellence here being defined as >= 85% progression.

Honestly, unless your schools are 4 or 5 rated and excellent, dont do it. Save the money or invest in juniors from market.

Excellent is the best route to have any chance of decent players periodically. With the exception in my opinion, being brazil, because even at regular or low you produce 60-70prog players but its not like you buy an excellent school and it gives you 80%prog players all the time. You still may get a 65% avg player here and there so, before dumping money into a school, see whats out there and keep researching schools vs junior marketplace before going any further.

There has been a surge in great junior talent this season selling for cheap in the marketplace.

I would advise building schools when you have sorted out your squad and are making enough from your stadium and other income to support them. You won't get a lot of sale value out of 50-60 prog, and if you only want your school to provide players for training, it makes more sense to spend the money on buying 50-60 prog players from the market.

If you really want to spend the money on a school (for selling players or otherwise), then the best one to start with is Netherlands. It's outlay is inexpensive compared to the other excellent schools and if you can afford the ~300K a week, you only need 1 or 2 high prog (85+) players from it ever for it to pay for itself. Bearing in mind that it will produce players once every 13 days or so, the odds of producing these players is low enough as it is...

Buying 70, even 80 prog juniors from the market for training is reasonably inexpensive these days and guarantees you the players you want. Building a school to sell the players from it is as much of a gamble as anything else and should really only be done when you have the spare cash to do it. It is not wise to build schools to get players to train, particularly if you want to get the most from training them.

I feel like I've confused the situation but I hope I've helped

Excuse me Haykinz, you asked for average and i responded with progression....a distraction, sorry

If you want to build schools, try with countries with 70% or more and high or excellent school. My croatian school produced good players since i upgraded school to high level. Before, with regular school, it gave me only rubbish (players around 50% progression). After this experience, i don't waste money paying manteinance for schools lower than high, i prefer wait to have enough cash and build directly excellent school in the selected country. This is my personal experience, someone could give you different advices.
