No its completely random. I have an Excellent Brazil school for which i paid 98m and all I get these days is 60-70 prog players that are worth nothing. |

The best school in my opinion is in Netherlands, considering school quality, costs and player frequency. I have schools in Brasil and Netherlands and they both have produced some good strikers (especially wingers) but I think thats random |
