it's not neccessary that his FC is wrong.
i have seen many LF CF RF which 80+ FCs but low prog around to 65-75prog.
probably this one is a low prog but a high fc.
looking at his history of this player it is evident that he didn't train since 28 april
so there's a good chance that his FC might have dropped 3-4 pts too.
also this player is ivorian and i don't see ivorian schools producing many high prog youth.(if we assume he was born in school)
i never buy LF CF RF on basis of just FC.you can find 90 FC fwds with 75 prog on market.

You bought the player based on FC and not progression.

Progression remains the same throughout the players life unless you promote a junior before he gets a Yellow or Red P. If the player is 19 yrs old and still in the juniors then his progression drops by 1 point every day until he is promoted to seniors (correct me if im wrong). If you promote the juniors without a P the morale of the player is hit which can be recovered by using staff but the main draw back is his prog also drops drastically which never recovers.

As in your case the players progression can be in 70s but the forecast may or may be 83. It just depends on the previous managers training and coach as well as yours. Generally if your coach % is higher his FC might have increased by 1-2 points. You really cannot determine if the player has 83 FC just based on his training values for all you know the prog may be 61.

I have seen players with 50-60 prog having 80+ forecast. If you really wanted to buy a player who trains well then you should buy based on prog as well as forecast. If you still feel feel the label is wrong you need to spend 10 Gbs and forecast the player, but do remember the forecast will change based on factors described above. Unless you dont forecast the player fiscals cannot fine the previous owner.

So either you use Gbs or just learn from your mistake and hopefully never repeat it in future. Everyone makes mistakes and learn from it. Im sure next time you buy a player you will be more careful and check the forecast and progression before buying them.

You also need to remember one thing even if the label is wrong fiscals never refund managers. Either you ask the previous owner to buy the player back for that amount + the taxes you paid or fiscals fine him the entire amount + a certain % over it so as to make sure the manager learns his mistake and not cheat other managers.

If a player isn't trained he won't be able to reach his FC so it will be recalculated on the graph to a estimate of where the player can reach.

You also have to remember that FC is just an estimate. Most GK are sold with 99 FC yet how many in the game are 99 avg

Forecast is in general relation to the player's age, progression, and how easy it is to train a player type.

For example, you can get a 99 forecast 14 year old GK with 75 prog, simply because they train better throughout their careers.

At the same time, you can get a 14 year old 75 prog OM with 70 FC, simply because it's harder to train OM's.

You could also get a 99 prog 24 year old with 75 FC, because he's older and by the time he gets trained to his peak, it will be time for him to retire.

FC is pretty volatile, and should be only used as a guideline, where prog is constant and should really be the number you look at when purchasing players.
