The leagues are set up as a pyramid, so 16 teams would have to relegate. It is not possible.

Not a self-serving suggestion at all...

The bottom line is simple. It can not be done. As mentioned the game is set up as a pyramid. 1 x Division 1 league. 4 x Division 2 leagues. 16 x Division 3 leagues. 64 x Division 4 leagues. 256 x Division 5 leagues.

Let's take the move from Division 5 to Division 4 as an example... From the 64 Division 4 leagues, 8 from each league go down to Division 5 or 512 teams. From the 256 Division 5 leagues, the top 2 get promoted or 512 teams.

Do you now see why the top 3 can't be promoted?

I showed it for when 2 teams got promoted.

If 3 teams got promoted, you would have 256x3=768 teams promoted into 64 Division 4 leagues. 768/64 = 12 teams would need to be demoted from each league. Top 3 promoted, next 5 stay, bottom 12 demoted!
