There is no other way than purchasing the pack manager, either with euro's or via GB's. What mr waz was referring to was a work around when the direct link to purchase pack manager was suspended. You can now purchase pack manager again. The features are the same as they were before as far as I know.

That's to purchase GBs by mobile I guess.

Pack is available again in ES, it's strange that devs didn't activated the purchase option in this server. Try contacting with @Esteller or @iCasta, those are the most active devs right now.

I just tried the purchase option via PC. It took me up to the payment screen so it seems to work fine. I have no idea about that code.
