No it's not, but starting at 100 means your players are already too tired by the end of first half. You have to test out your stamina variations and see if they work for you.

by the end of a match if i start with a player of 99 stamina he ends up with 83

You only want to ask your players to be at 100 for as long as they can recover before the next match you plan to use them.. roughly 23 points of stamina for 48 hours between matches. This is why I rotate between 2 full squads if I've got either a cup or a friendly between the league games.

I've been doing 30 minutes at 70 effort, 15 minutes at 100, 15 minutes at 70, 30 minutes at 100 for a while now.
And the Saturday PL game is at either 20 or 0 effort.

In my league, I start with 70%effort and at 60mins I switch to 80effort.. sometimes when I'm down at 30mins I go to 90effort or half time draw.. at 75mins I go to 100effort both goals down and draw..

I think it's been working for me over my two years here

Just got a draw with the #3 team in my division after starting the year getting spanked by that guy.. My hypothesis is that's due to my new strategy where 2 CDF and a DFM are my back line.
In a not-entirely-unrelated note, my CDF was the star of the game.. So I have re-signed him as my first player on wages over $1M/week.
