Under the current league pyramid system that would mean finishing 5th would get you relegated. There are 4 times as many Div 2 groups as Div 1 groups, and 4 times as many Div 3 groups as Div 2 groups, and so on. Because of this, there are 4 times more teams relegating than are promoted, and therefore, if 4 promote 16 go down, which makes every team per group move somewhere.
