From Division 4 and above there are many active managers. This might help people know each other better and create new bonds. What is the harm in that ? |

Fiscals or moderators might not be able to plunge into all forums of all leagues to police posts and ward off offenders. You might have to increase the number of moderators in that case, which I feel is totally unnecessary. It'd make the whole administrative hierachy choked. I agree with ForzaJuve! and sstr1ker, but then, except like PL forums, there will be no duty of moderators and fiscals snooping around and bursting in on forum offenders, then there might be no need.
