Yes that is usual for players with very low average. But if the player has decent progress or better he will very soon level up the gap in average that system expects him to have for better salary. So you'd probably just end up paying him high salary for few weeks. After that you can re sign him and much better deal will be offered.
Considering he was trained with decent coach.
