But more to the point: Fiscals have nothing to do with suggestions. Developers do, but they are pretty much missing in action here... :/
Besides, there are reasons to reject the cup changes already explained like a thousand times, if you search the forum you'll find the answers you need.

 I've been knocked out of the cup by teams two divisions lower than me. The cup is based on the English FA cup. Often, Premier League teams are beaten by lower div teams...but rarely does a non Premier League team win the cup. No one should think they are guaranteed a cup win or an easy cup opponent, or even a home game. When you get beat, you should go back and examine what you did that caused the loss. I have known each time what I did, from playing B team, to screwing up my lineup, to just getting beat by a better opponent.

And finally, if your formation, tactics, and players are not good enough, well work on it and fix it. No manager here should assume they are owed anything for playing a free game, should be given something, or are entitled to anything. This type of nonsensical rant will get you nowhere.
