Online chats are normally short in order to make participants respond quickly, while internet forums are often longer than one line of text, temporarily archived and could contain subforums. Online chats may address point to point communication, while internet forums hold conversation in form of "thread", or topic. Online chats may not need a moderator before posted messages becomes visible, while internet forums might need a moderator before posted messages becomes visible. Different school of thoughts though.
