If you pay the complete release clause, the player comes automatically. If you don't pay up to the release clause, it's the manager that'll confirm it. The player's part is if you give him a low salary, he'll reject it.
Then next time, try to write in small letters. Writing in CAPITAL letters seems like you're shouting.
