2 - No. The player needs to have played at least 4 FULL seasons in your team and then return the next season so you can assign him to the hall of fame. Because players retire from the game at 33 years old, your 29 year old could play 4 full seasons (30, 31, 32 and 33 years) but then he would not return the next season to be assigned to the hall of fame as he would then be 34 years old.
The oldest player you can purchase, if you want them to join your hall of fame, is therefore 28 years.
